District 5 is the expansive, scenic heart of northern and eastern Clark County. The Clark County Council serves as the legislative and policy-making body for the county, operating under a Home Rule Charter with a Council-Manager form of government (where the council sets the policy and adopts ordinances, while an appointed County Manager oversees day-to-day administrative operations).

MicTroy McCoy is a Clark County leader, small business owner and longtime community volunteer. He has spent the past 20 years building and growing a small business. He and his wife raised two children who attended Battle Ground schools from kindergarten through high school.
He has served on the Battle Ground School Board, Battle Ground City Council and as Mayor of Battle Ground. In these roles he’s built a record of delivering measurable improvements in public safety, infrastructure, recreation and education. His work has emphasized balanced budgets, responsible investments and thoughtful long-term planning.
Troy has also served on numerous regional and community boards, strengthening partnerships across agencies and jurisdictions to deliver better outcomes for residents.Troy holds a Bachelor of Science degree in Chemical Engineering from Oregon State University. He brings a problem-solving mindset and data driven approach to public service, with a focus on transparency, accountability and practical results.

I am a lifelong resident of Clark County, where I have established my home, family, and small business. I am announcing my candidacy for Clark County Council because I am deeply committed to both my country and county and firmly believe that constituents deserve decisive action from their elected representatives.
As your current elected Charter Review Commissioner, I have taken a leadership role on several key issues as lead sponsor. Notably, I support measures requiring the County to prioritize public safety, which would ensure adequate staffing levels for patrol deputies.
Additionally, I am advocating for reforms to the budget process that will increase online accessibility of information for the public, encourage public participation, and provide the County Council with additional time each year to review the proposed budget prior to approval.
Furthermore, I am advancing policies designed to strengthen the Council’s capacity to function independently as a legislative body, investigate public complaints, and audit the effectiveness of programs administered by the county executive branch.
